The unemployent rate hits 7.6 The U-6 hits 13.9

The U-6 rate measures "total unemployed, plus all marginally attached workers plus total employed part time for economic reasons, as a percent of" the labor force. It's the closest thing we have to a percentage of employable working-age people (over the age of 16) for whom the economy is not producing a full-time job.
